Traffic Adjustments Announced for Strand Seawall Project as Construction Begins

The City would like to advise residents of the traffic management plan that will be implemented as from next week, while they are working on the Strand Seawall project. Beach access will largely remain open during the construction, however, access will be limited in areas where work is taking place and these locations will change as the project progresses.

The contractor is finalising establishment on site and construction materials and equipment for the construction project are currently arriving on site.

The project will be completed in five phases, starting at the Strand Pavilion side, working toward Greenways Estate in the east. Each phase will take about five months to complete, if all goes as planned, with the completion date of all the work being November 2026.

The contractor has developed a comprehensive approach to manage the vehicular and pedestrian traffic during the construction activities, with the first phase of the traffic management being implemented now.

‘The project site location between the Pavillon and Greenways is located in a busy tourist area at Strand Beach. The traffic management plan will ensure public safety and maintain traffic flow. These are key in our efforts to minimise disruption to the surrounding residents and visitors while the works are under way.

‘In terms of traffic adjustments, the northbound traffic on Beach Road will be diverted into Michau Street. Residents will also notice a temporary STOP and Right Turn road marking at the intersection between Beach Road and Alex Pienaar Street while works are under way. We can assure residents that the movement of heavy machinery and large loads will be scheduled during off-peak hours to minimise traffic disruption throughout,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.

Pedestrians and cyclists will be guided by detour signs ahead of the work zones to ensure the safe use of the alternative routes.

The following measures will be implemented to ensure the safe and efficient management of traffic:

  • To reduce the impact on traffic construction will be carried out in 220-meter sections
  • A one-lane closure (northbound lane) on Beach Road will be implemented from Van Ryneveld Street to Alex Pienaar Street
  • A total of 220m of the road will be closed as shown in the map
  • Concrete jersey barriers and plastic traffic barriers to separate the active traffic lane from the closed lane in the construction zone will be set up. The contractor will make use of plastic barrier zones to access the site
  • Netting will be installed on the beach side of the seawall to ensure the safety of pedestrians
  • Traffic cones, barricades and delineators will also be used to guide vehicles and pedestrians
  • Road users will notice warning signs to notify drivers and pedestrians of upcoming changes well in advance
  • A temporary speed limit of 40 km/h in the work zone will be implemented using speed limit signs, commuters are to please slow down as they approach the project site
  • Flagmen wearing high-visibility clothing will be on site to guide traffic

The second phase of the Strand Seawall upgrade and refurbishment project involves the construction of an upgraded seawall, universally accessible promenade, beach access points, associated infrastructure and traffic calming measures along Beach Road.

‘Once completed, the area that is being upgraded during this second phase will have a similar look and feel to the area that has already been completed during the first phase of the seawall and promenade upgrade. Once complete, all residents and visitors will enjoy the benefits the improvements will bring to this area,’ said Alderman Andrews.
