
Western Cape lifestyle brands, creative enterprises, and consumer goods manufacturers have been handed a major opportunity to take their products to global consumers. The provincial Department of Economic Development and Tourism (DEDAT) has officially opened applications for its Export Competitiveness Enhancement Programme (ECEP) Fund.
Led by Dr Ivan Meyer, Provincial Minister of Agriculture, Economic Development, and Tourism, the programme offers targeted financial support to help local businesses break into international markets and scale their export footprint.
While global demand for Western Cape design, beauty, and food products continues to rise, smaller enterprises often face technical and regulatory hurdles when expanding overseas. The ECEP fund is tailored specifically to bridge that gap.
Supported Sectors and Product Categories
The programme targets a wide spectrum of lifestyle, consumer, and manufacturing sub-sectors with high export growth potential:
- Beauty & Personal Care: Cosmetics, make-up products, oral hygiene, and skincare/bodycare lines.
- Fashion & Accessories: Wearing apparel, jewelry, and artisan craft.
- Home & Living: Furniture, design products, rubber, and plastic goods.
- Food & Gourmet Beverages: Packaged foods, specialty teas, wines, and craft beverages.
- Tech & Industry: Consumer electronics, optical products, transport equipment, and general manufacturing.
What the ECEP Funding Covers
Rather than funding daily running costs, ECEP focuses on the precise technical requirements needed to make local products retail-ready for international shelves and digital storefronts:
- Compliance & Certifications: Assistance with international standards required by foreign retailers, including ISO, FSSC, Halal, Kosher, and related product certifications.
- Testing & Formulations: International product testing, safety analysis, nutritional profiling, and product reformulation to suit foreign regulations.
- Packaging & Branding: Modifying packaging, labeling, and printing to meet destination-country language and regulatory laws.
- Digital & Market Reach: E-commerce platform listings and product registrations with foreign regulatory bodies.
- Operational Upgrades: Machinery and specialized equipment that directly enhance export capacity or handling processes.
Mandatory Application Criteria
To qualify for consideration, applicants must meet the following baseline requirements:
- Location: Businesses must be registered in South Africa with operational headquarters in the Western Cape (Intermediaries based elsewhere may apply if all beneficiary businesses are Western Cape-based).
- Tax Status: Applicants must hold a valid Tax Compliance Status (TCS) PIN.
- Financials: Submission of audited, independently reviewed, or compiled financial statements for the two most recent financial years (audited statements must be unqualified).
- Co-Funding: Proof of available own or third-party co-funding for the proposed project.
Key Exclusions:
ECEP strictly excludes operational working capital, purchasing raw inventory or stock, building physical infrastructure, and companies submitting multiple applications in a single financial year.
How to Apply
Priority will be given to high-potential export industries, with strong encouragement for enterprises owned by women, youth, and people with disabilities.
Because funding is allocated on an open-window basis subject to budget availability, eligible business owners and intermediaries are urged to complete their submissions promptly. All applications must be submitted online through the official provincial portal—hand-delivered or emailed submissions will not be considered.
